Summon Watcher is an evil power available to both Isengard and the Goblins, worth 15 power-points. It summons the Watcher, who dwelt in the pond outside Moria's gate, under the player's control.
The Watcher is immobile, but attacks in a 360 degree direction with its tentacles. At arrival from beneath the ground, all small units who stand in its selected area are killed, flying upward.
