Ground-flame is a hazard in Skirmish-mode or in Campaigns, where fire has been set on the ground and remains for a time. It inflicts damage on anyone who stands in its area, but can be put out by any builder.

Ground-flames are not caused by barrages of Fire Arrows, Magma Cauldrons' magma, Oil Barrels tossed from Battlewagons, nor even Dwarven Flaming Shot.
